KML Layers Unreliable in ArcGIS Online and Explorer Online

I am having significant difficulty maintaining connections to KML files in webmaps.
I have tried every method I can think of to add KML and KMZ layers to a webmap - uploading directly to My Content, and via URLs to 2 different websites. I have tried these methods with both vector KML data and raster ground overlay KML data.

In most cases I have no problem displaying the data in the map viewer in the current session.  But when I save a map, close it, and then reopen it later is when I encounter problems.  I get various error messages, or broken links, or the kml layers simply do not show up in the contents list.  It is not always the same layers that do not load either.  Sometimes one will and another will not, sometimes the opposite, sometime none load at all.  I can't seem to find any pattern in why sometimes certain KML layers will load and other times they don't.  On occasion it will load a KML layer with the name mixed up with another layer that did not load�?�.

I am surprised that I didn�??t find any other threads about this problem.  I have no idea what is going wrong.

These KMZs were created from file geodatabase raster datasets in ArcGIS Desktop 10.1 using the �??Layer to KML�?? tool.
I would also like to note that the problem is not consistent between Online and Explorer Online. The two viewers seem to prefer different URLs, but the problem still exists in both.
