How to reclass the top 15% of observations?

I have a stretched raster layer with values ranging from 0 -1.  I want to reclass the layer to reflect one class as the top 15% of observations, and the remainder split into two equal classes.  What's the proper way to do this?  I understand how to reclass the data based on the top 15% of possibilities (which would be 85%), but i want to reclass the layer based on the data.
