Can't add ArcGIS Server in ArcCatalog

When I try to add ArcGIS Server 10.1 as Administer GIS Server in ArcCatalog 10.1, I got the following error: We were unable to connect to: http://11.0.200.100:6080/arcgis. Error: ERROR: code:404, Could not find resource or operation 'publicKey' on the system., No resource could be found at that address. Does anyone know how to resolve this? BYW, I can successfully add server as Use GIS services.

I understand you are not using the fully qualified domain name in your deployment, but for what its worth here are the differences in my user connection:
https://website.com/arcgiswebadaptor/services

vs my admin connection:
https://website.com/arcgiswebadaptor/admin

(the 'arcgiswebadaptor' is the actual name of our web adaptor [lame I know]).

My first questions would be are: 1) are you using an account with admin privileges to make the admin connection?
                                            2)It doesn't look like you are using the web adaptor, but have you looked into this?:
                                            3)are you using a 10.1 desktop to connect to your 10.1 server?

1) yes, i use an admin account to make the connection.
2) i do following these steps to add a connection, and when i click finish in step 8, i get the error info in the post.
3) yes, i use arccatalog 10.1 to connect arcgis server 10.1.

I've never seen that error with the 'publickey'...But Did come across another thread which never got answered either.

You are not using the web adapter, correct? This is the only configuration setting I'm familiar with where you can limit web-based admin access.
If your server administrator has configured the Web Adaptor to block administrative access to the server, you will not be able to connect to the server in ArcGIS for Desktop through the Web Adaptor URL using an administrative or publisher connection. Alternatively, you can connect directly to the GIS server by using the URL format http://<GIS server>:6080/arcgis.


My site is secured via SSL (and not relying upon the http public key like it appears yours is) but had some problems with 10.1 SP1 using special characters for the admin account with SSL and the web adaptor. Likely unrelated.

Its starting to sound more like a security issue.

I read the post you mentioned and send a pm to Ted Cronin, hope he can give some help.
The error code is very strange, it seems that the code can be divided into two part, first: ERROR: code:404, Could not find resource or operation 'publicKey' on the system. second: Error: ..., No resource could be found at that address. I wonder if it could be caused by missing compoent of the operation system or some system security settings.

My solution was ultimately to update the Server to 10.1, where both client and server are on the same release.  After update I have not encountered the aforementioned error.
