distribution analysis for point dataset

Hi,

I have a point dataset of about 1500 points and I would like to do some distribution analysis based on a 500m buffer of each point.

What I would like to build a tool where a 500m buffer is done on each point, and each buffer is categorised as either
1. #points < 10
2. # points 10>50
3. #points > 50

The steps I see is buffer point then spatial join however I am not sure on how to best categorise each buffer as above.

I would like this as a tool that for other users. 

Am I on the right track?  I would appreciate suggestions

The buffer I need to use must be 500m as that becomes our area of interest of each point and the density within the buffer zone then specifies how we approach that area operationally. 

Although your suggestion might be helpful for another question that I have to answer, so I really appreciate your help
