How can I download 10.1 License Manager?

I need to download the ArcGIS for Server 10.1 License Manager. Where can I find this download? Also, can it be downloaded b/f the RDBMS?

There is no license manager for Server. The license is local to the server machine and does not "float".
You have everything needed to get a license in the Server installation.

M is right.  If  you need to authorize, go to Software Authorization. If you actually mean License Manager for Desktop licenses, then
that can be downloaded from  your Customer Care portal.
