Change default of 1000 for Maximum number of records?

I create USA county maps often and there are over 3000 counties in the US.

The default value when publishing a service in ArcGIS Server is 1000 for the maximum number of records returned by the server.

Is there a way to change that default from 1000 to 4000?

This change would save me an extra step on at least 50% of the maps that I create.

I'm sorry I wasn't clear. I want to change the default from 1000 to 4000 for every service I create in the future? I know how to change it one service at a time.

I want to change the default so that the next time I make a service, it's not 1000 but 4000.

Does that make sense?

I haven't seen in admin api this possibility. However I think that make sense that you don't save time for this parameter because it needs attention.

Have you resolved this?  I am having the same issue and it would be a time saver!
