How to create a file in python?

A python file has .py extension.
You can use a text editor program such as notepad or notepad++ to write your python code and then save it as a .py file. You can also use an integrated development environment (IDE) such as PythonWin to create Python files (files with a .py extension). Also, the standard Python installation provides a default Python editor, Integrated Development Environment (IDLE) for writing Python scripts.

I'm getting this message with I try to add a shape file to a map, "Failed to add data, unsupported data type."
Is this correct? Pro-editing versioned feature classes published to a federated server result in extra child versions that revert edits and do not unregister.
