Location of downloaded Layer Packages

Can I set the location of where Layer Packages download from ArcGIS Online?

When I click to add a Layer Package, there's no option as to where it goes. Our GIS files are on a network and we try very hard to limit folks from piling stuff into their C: drives -- it would be very helpful if I could set this as a group policy for all our GIS users.

What I understand is this:

The default location for package download is:

"C:\Users\xxxx\Documents\ArcGIS\Packages"

This can be controlled on a machine by machine basis through the ArcGIS File Handler Utility. I don't know if it can be set globally for an organization, but I think not.

"C:\Program Files (x86)\Common Files\ArcGIS\bin\ArcGISFileHandler.exe"

I didn't know about the File Handler -- this is helpful. To be able to change by machine is better than by user.... So if I log on as administrator and assign a location via "Use user specified location", that will set it for all users on that machine?

No. My choice of words in the previous post is not correct. It is user based. The pathname to the download location includes the name of the user, for example:

"C:\Users\mike\Documents\ArcGIS\Packages"
