No. of Cores and license

We are looking for a purchase of ArcGIS for server advanced enterprise for our organization which has more than 2000 web users. Our server is a 16 core machine. I need a clarification on number of license to be purchased
a) whether to buy 4 license to utilize all the 16 cores
b) whether ArcGIS for server advanced enterprise is a core independent license
c) will the same be applicable to Basic enterprise version

Also we want to utilize all the available 16 cores.
