Lost scroll bar & data view change button in Lay out view

In Gis 10.0, shouldn't there be a scroll bar & data view change button in lay out view? I think the scroll bar is necessary, when the 1:1 view is activated, to scroll around the page. How do I activate these?

From View, click on Scroll Bars.
