xhrFailed  when i  add"dojo.require("esri.diji.Popup");"

Today  i  add  the  code   "dojo.require("esri.diji.Popup");" it get the error "xhrFailed" IN IE 8

I  put  the api  in the  local computer,


what't  wrong   ?????????1!!!!!!!!!!
