Inset Map Showing White instead of Conforming to New Shape

I am trying to make a map of New York City where Staten Island is an inset map. The problem is I want to change the Staten Island map to be a different shape (not a square, but a polygon that is roughly parallel to the Island's shape) and it looks fine in the map project, but when it is exported the full square of the map shows up white.

I tried two different ways to make this work, but with the same results a lot of white space.

First I created a new polygon with the shape I wanted in the data view. Then went into the data frame properties and clicked "Clip to Shape" where I picked the polygon I had just created.

The second try, was I turned off the water so Staten Island wasn't surrounded by anything. Created the polygon with the shape I wanted in the layout view. But that polygon behind the inset map and symbolized that polygon to look like the water.

Either way I try, it looks fine when it is in the map project, but when I export it the full square of the inset map appears white.

Any suggestions?
