Is the CON (conditional) tool right for this task?

Help me understand this workflow and tool requirement please.

I have two rasters, one is a global constant surface of population values per pixel (POP), the other is a raster conversion of administrative boundaries where each each boundary is represented by a single regional pixel value (MEDIAN), these values are unique to each administrative area (so all US might be value 5 all Canada or Europe might be 10 or 20 etc).

I want to overlay the POP raster with the MEDIAN raster so that only cells in POP that are less than the MEDIAN values are passed through, all others will become 0. I think CON is the right tool and I'll be experimenting with this in a session with my research students in a bit, but want to see if there are other tools that I should be looking at?
