Connecting Layers Without a Table to Join

Using ArcMap 10.1, I am trying to join Georgia traffic volume data (from GASTARS - Traffic Volume) with specific GPS points in another local table. The GASTARS data is linked to an online server to develop an overlay that highlights an entire road with the volume data collected at only specific points along the route.

I want the GPS points to associate with the traffic volume of the highlighted overlay areas. However, since it is not a local dataset, I have been unable to connect the data to each other without a table to join. The data is available with GASTARS as doing "Identify..." on those routes provides very indepth GPS grid details and traffic volume (exactly what I need) but there are far to many GPS points to manually review them all. Basically I need the volume data to connect to the GPS points so I can extract them to Excel.

Any ideas on this? Can this even be done automatically using ArcMap?
