Unable to run tools in background

All tools when run in background processing mode will fail with the generic 999998 error message. However when run in the foreground they are successful. This occurs with any user logged into this machine.

We have cleaned out the Local Settings\Temp directory, ensure we have write permissions to all temp and default ArcGIS directories. We have deleted the ESRI folder in Application Data as well as Program Files\Common Files.

Short of reinstalling is there anything else to try?
