Trouble Authenticating License with Cloud Builder

I am trying to use the Cloud Builder app to build out an ArcGIS Server 10.1 for Windows instance on EC2. The Esri AMIs are available to my Amazon account, but I am having issues authenticating my EDN license through Cloud Builder.

When building the .prvc file, I copied the template info into a text file and added our ECP number. I made sure all of the fields were filled out and made sure the location field was present and filled in. I changed the file extension to .prvc and Cloud Builder picks it up.

Once I select the file and move to the next step, the authentication process thinks for a few seconds and then throws a "Could Not Authorize" error.

Has anyone seen this type of behavior before? Are there any tricks to get the license file to play nice with Cloud Builder? I am thinking if I cant use Cloud Builder I might just go through the manual process of setting up the instance, but I did want to give Cloud Builder a try.  Any assistance would be greatly appreciated.
