Offset on mouse events

I have an issue with mouse events.
on using navToolbars(zoomin,zoomout) or double click/mouse scroll i get an additional offset.
How do i handle this?

Mouse scroll and double click events work fine in fiddle, if i run it locally, i have the issue.
I reckon that addind additional div's or setting div.left,right,top, bottom properties is making the offset active!

Any help?
