I am trying to apply the Vehicle Routing Problem for allocating required resources to damaged areas after an earthquake happening. There are many different issues, I am dealing with such as capacity of the vehicles, the amount of required resources, response time, distance to damaged areas, priority of damaged areas. The objectives are to minimize the response time, to minimize the travel distance, to maximize the delivery satisfaction in damaged areas and also to save more people. My question is to which extent the VRP in ArcGIS can solve this problem and answer my question regarding my objectives?

VRP can help you to solve the following issues:
Given the damaged areas and the amount of required resources, VRP solver can find the good cost saving resource delivery routes which minimize the response time and travel distance to meet the customer satisfaction. If you need to prioritize the damaged areas, you can use the order �??revenue�?� property to prioritize the orders. Solver also allows you to set the vehicle capacity as a constraint.
