Latitudinal band polygon?

I would like to make a polygon that is circumpolar (no E or W boundaries, but is continuous) and bound north and south by the 70 and 40 degree (N) latitudes. Is there a tool that will allow me to do this?

Simply create a polygon bounded by -180 degrees longitude to the west and +180 degrees to the east with your 40 and 70 bounds serving as the bottom and top of the area, then symbolize it without a border, the line formed by +/- 180 degrees won't be visible
