Getting unique values between 2 tables

Hi,
What I'd like to do is compare a "Table A" with a field of unique values to a "Feature Class B" with a field of many values - and where those values in "Feature Class B" don't match the fields in "Table A", insert a new row with that value from "Table A".

So for example, lets say my table with the [Numbers_Field] has only a value of 1, 2, or 3. And my Feature Class B field has values 1,1,4,5 - I'd want to insert a new row with the value of 2 and a new row with a value of 3 in Feature Class B, since those don't currently exist in the Feature Class. 

Table A
   [Numbers_Field]
       1
       2
       3

Feature Class B
    [Numbers_Field]
       1
       1
       4
       5

Can you string a query together on two separate tables/FC's like that - I'm struggling how to get started on this one...??
