Legend not updating when layers are reordered/added

I've modified the sample for reordering layers found at: http://help.arcgis.com/en/webapi/javascript/arcgis/help/jssamples_start.htm#jssamples/layers_dynamic_reorder.html to include a legend.  When the layers are reordered or when the lakes layer is added, the legend does not reflect the change.

Here's my code:
