Caching bug found?

I have a 850mb aerial photo. 3in spatial resolution true color .tif image. I cached it with 7 scales (25, 100, 500, 1000, 2500, 5000, 15000). After 2 days it appeared to still be running the cache routine in ArcGIS desktop. I cancelled it (CRTL-ALT-DEL). Then went into Server Manager to check the cache, it worked! the image is now tiled and is viewable in Flex Viewer. The 25 scale cache is 1.38GB and 563,000 tiles. I manage the GIS for our Wastewater Treatment Plant and we have miles of pipes that are really close together and so I need the user to be able to zoom in real close to see the various pipes.


Why did the cache routine not stop and just kept going and going?

If I had Image Server would it be a better solution for what I explained above?
