Find if a shape is inside other shape of different layer

Hi. I have two different layers. In the first layer there are the lots/properties. The second layer contains some buildings. I want to be able to find if which building are inside every lot and then call a rule according to the position of each building. I tried the ce.getPosition function but it depends on the centroid and i don't know how to handle it. Is there any other way of doing this with Python scripting (e.g with the vertices of each shape)?
