Arcpy without ArcGIS?

I want to do some Python and arcpy scripting when I only have my netbook.  Not enough RAM to run ArcGIS.  But I have Python 2.7 installed, and I can access local copies of the file geodatabase that I'm using for my project inputs.

Can I simply copy the arcpy library to my netbook file system, then write and run Python and arcpy routines that process the featureclasses?  Or, is arcpy ultimately reaching out to ArcObjects or COM or whatever is at the heart of ArcGIS?  So that I have to have ArcGIS installed also?

arcgis needs to be installed in order for arcpy functionality to be accessed
