There isn't one
. Esri are trying to move people away from 'ArcMap on the web' and towards using tools for specific purposes that are easy to figure out for non-GIS folks.
However, there's nothing to stop you coding your own. All the supporting objects and methods are there to recreate such a toolbar. Eg, for
alone you have just about every operation you would need.
The benefit of this approach is that you can put on there only what will be recognizable to your users and skin it any way you like!
