Creating point data based on raster imagery values in Python

Is there a way of placing point data on a map based on conditions from rasters derived from a land use classification output?

I???m looking to see where and how many trees can be planted based on if conditions (i.e. X distance away from a road).

My raster image was masked to solely sidewalks in London. I ran a land use classification with two classes: sidewalk and street trees. From this, I want to locate every point where a tree can be placed on the sidewalks, where trees do not currently exist (i.e. areas classified as sidewalk).

I want each point to be of a defined size (i.e. area that the tree will cover once mature) and for points to not overlap. Is it possible to run this process in Python?
