Hello,
As I know, network analysis calculat times based on the Permissible vehicle speed on the road?
When I calculate service areas,  Can I change the speed of vehicles?
Can I set him to consider traffic lights?
Can I calculate service areas to a pedestrianand? how can i do that?

Not necessarily. The Network Analyst can use any attribute of your source features as a cost: it could be drive time, average speed, or any other custom attribute you specify. When I calculate service areas, Can I change the speed of vehicles?

When performing any network analysis, you want to get results of the routes/service areas/etc. that would minimize your costs also known as impedance. This cost (aka impedance) comes from a predefined attribute stored in your source streets feature class. Thus, the cost used for routing comes from a field value (maybe an expression or a constant) and you cannot dynamically change the attributes of the feature class features unless you go into an editing session or use any other editing methods (geoprocessing tools for instance). What you can do though is to set up evaluators and parameters that would help you to customize the cost estimation process by specifying what type of vehicle you are going to route with.

To some extent, yes. You could load your traffic lights (if they are stored as points, for instance) to a Point Barriers class and set up them to be added cost point barriers (say, add 10 seconds on average). This way, every time a route will travel through the road segment (aka edge), 10 seconds will be added to the total cost of the edge traverse.

Can I calculate service areas to a pedestrianand? how can i do that?

There is no difference between calculating service area for a vehicle road network and pedestrian network. The only thing that would be different is that you'd probably use different edge features (folks would not be allowed to walk on highways) and the cost (say average time 5km/hour).
