Is there any way to use all vehicles when using VRP?

Here's a brief/simplified scenario describing what we are trying to accomplish:

Our client is in the transportation industry.  On a particular day they have approximately 20 stops.  On this day, they have 5 individuals driving 5 vehicles.  When the vehicles and stops are loaded into the VRP solver, the result is that all the stops have been assigned to just 2 drivers.  Our client wishes to have stops assigned to all 5 drivers.

I understand that the purpose of the VRP is to minimize cost and therefore use as few vehicles as possible, however our client wants to have each vehicle they input assigned stops for that particular solver.  I've found that by utilizing the Assignment Rule I can ensure that a particular stop is assigned to a particular driver.  As a result, I've found that if I pre-assign at least one stop to each of the drivers submitted to VRP solver, it will assign each driver additional stops.  Is there a way to accomplish this without having to pre-assign a stop?
