Confining Labels to a Geography

I have 2 layers: streets and an administrative boundary.  I want to label all the streets within that boundary only.  There are no attributes in the streets layer that link to the administrative boundary, so I can't do an SQL query.  The only connection is the geography.  I have to create maps for ~170 administrative areas, so I don't want to go through selecting streets, and creating a sublayer that many times.  How do I label just the streets inside my administrative boundary?  I'm in ArcGIS 9.3.
