Graphics in Layout View Question...

Need help with what you would think would be a very simple task:

I am trying to create historical maps using old 1948 hand drawn maps that I scanned and Georeferenced.  Problem is the maps have to be printed on 8.5x11 paper and stay at a constant scale.  When you do this there are some road names that were written in 48 using Leroy Lettering and they get cutoff by the printable area or are missing all together.  So what I've been trying to do is copying the road name from photoshop (map brought in as jpeg) and pasting that in ArcMap.  The image shows up in ArcMap as a graphic but I need to rotate that image/graphic to run parallel on the road...this leads us to my problem where the rotate tool on the Draw toolbar is greyed out.  I tried to do something along the lines of convert to annotation but of course there is not the option to do this.  I think I could add each label in as data but that would be come very tedious with the amount of maps I do.

If anyone has any ideas on how to get around this problem I would love the feedback.  Thanks
