I am doing a project where my data is stored in postgres database and want to use that data for neighborhood analysis. 
Can u tel me which type of GIS software should i use to do that.???????

and from where i can get that?????

If you have an ArcGIS Server Enterprise license: Add PostGIS and ArcSDE onto your Postgres database and use as data source to ArcGIS.

If you don't have ArcGIS Enterprise level license and don't want to buy it: Export data from Postgres into SQL Server Express, add "Personal" ArcSDE (or they call it ArcSDE for SQL Server Express), and use data source in ArcGIS. OR Export from Postgres to File Geodatabase OR even Shapefile would probably work for small scale application.
