Evaluating ArcGIS Online Javascript Mapping Solution

I am evaluating ArcGIS Online Javascript as a potential mapping solution.  One of our main requirements is that our maps do not have any roads or terrains.  Is there a basemap (or a way to turn off the "road" layer as with Google Maps?)

Any insight would be appreciated.

See the Bing Maps "aerial" style, as in the example at http://help.arcgis.com/en/webapi/javascript/arcgis/demos/ve/ve_layer.html - does that solve the requirement?

Ideally we would like a basemap that is essentially country\state borders and water.  No topography, no roads, etc.

Does this exist at all?
