Joining partially overlaying rasters

I have two raster data sets that I am attempting to join.  In some areas, the two layers overlap.  However, one of the layers has "priority", so to speak, over the other layer.  Does anyone have any suggestions on an approach to merge these two existing data sets into a single output raster, remembering that one of the layers has priority over the other?

I was able to make this work with the Mosaic to New Raster tool within ArcMap, but when I script it in Python the tool fails to create the mosaic.  I was surprised to see it work in the first place in ArcMap, so I'm not stunned that the script isn't working...
