site selection based on local rather than global criteria

I am trying to map potential extensions to protected areas based on a normalized raster layer representing geodiversity.  I have a layer with several (>100) protected areas, each of which has a different "optimum" geodiversity score range.  The end goal of what I am trying to achieve is to extract areas in the geodiversity raster layer that fall within the optimum range of, and connect to each protected area. 

This would be a straight-forward issue if the optimum range of geodiversity scores was the same across the study area, however each protected area has a different score.  What I want to do is get Arc to "look" at each of the protected area layer polygons individually and carry out the site selection locally, rather than across the map.

Does anyone know if this is possible?  (Apologies if I'm missing the obvious!).
