Interesting phenomenon:low value of input field being hot spot

In running hot spot analysis, I sometimes find an interesting phenomenon, that is, some points have low value for input field end up with showing as hot spots.  The only thing I can find out is that they are near points with high value of input field. But it does not sound logical.  How can a low value point be a hot spot.  Can anyone help explain that.
