I am using Tiled Labels to Annotation and the "Create feature-linked annotation" cause the process to fail or generate a blank annotation feature. The fail report has no suggest fix.

The solution to this issue is that my labels we coming from a different database. Tiled Labels To Annotation (Cartography)—ArcGIS Pro | Documentation 

"Annotation that is feature linked is associated with a specific feature in another feature class in the geodatabase. If checked, when you create the output annotation feature class, a relationship class will be automatically generated as well."
