Trying to georeference a jpg image from Google Earth

New to ArcGIS pro. Trying to georeference a jpg image from Google Earth so I can use it with the Avenza app. I have imported the image fine as a jpg and have run through the process of manually adding control points based on WGS1984 coordinates selected from Google Earth using these steps: https://pro.arcgis.com/en/pro-app/help/data/imagery/georeferencing-a-raster-entering-x-y-coordinates.htm.     However, when I review the control points table the residual error is 13000 or so! I figured the coordinates were set up wrong in ArcGIS but are set to WGS1984, same as Google Earth. Not sure what I am doing wrong? Any help much appreciated!

Is there a chance the map was in

and you had the coordinates showing decimal degrees rather than the image's projected coordinate system?
