Adding assignments from feature class in Juypter Note Books

Im Having trouble adding my assignments from a feature class for ESRI workforce if anybody can give a little help i would appreciate it a lot. Here are the codes I am using I am still new to python so i am just using  tell me where I am going wrong i would love the help 

The first part is working

But when i go to add assignments I am getting all type of different errors
