I was wondering if it's at all possible to make a 3D layer overly/stacking as shown here?

I was wondering if it's at all possible to make a 3D layer overly/stacking with all the dimensions shown without the usual dimensions as it always appears in Arcscene.  I don't mind whether it's in Arcscne or ArcGIS Pro

Below is a sample of what I need to achieve using raster or polygon layers.
