Tile package partially publishes any suggestions?

I published a tile package in 10.3 last year with no issues. I upgraded to 10.7 and took the same mxd and published again and but now only the northern portion will show up once is attached to the collection in the iphone. Yet on the iphone when you go to select the base map the preview shows the completed tile. Any suggestions?
