Interesting question. In general, no there is no real correlation between the amount of data that is being consumed by the app and the amount battery that an app consumes. This is especially true when working offline because the data is local and does not require network traffic to display data as the map is used. As a good rule of thumb, the two device characteristics that have the largest impact on the device's battery are screen brightness and sensor activity. By sensor activity I mean using the GPS constantly, it can be expensive to keep the GPS powered up and active.
