Cost Path with single origin and two destinations not working

Hi,  I am using ArcMap 10.6.1 and have a fairly simple cost path to produce. 

One point of origin and Two points of destination.

In 10.5.1 I was able to do a cost path and it would create a route from origin to one or more destinations.  In 10.6.1 It does not seem to create a path to more than one destination location.  

To test this I have two destinations in a feature class, and a valid Cost Distance and Backlink features that work with single destination.  

When I ask it to run a cost path with the two destinations it only creates a single path to second destination point.

If I select either of the two points and perform a Cost Path it works for each individual point when they are selected.

Select both points and like no selection it goes to second point only.  This is with both Cost Path and Cost Path with Polyline tool.

 

Is this a 10.6.1 issue??  All suggestions welcome.
