Does geoevent server support  "roaming" or "moving" geofences?

it depends on your usecase, but in general i would answer your question with yes. 

This is an example of dynamic geofences:

If any vehicle leaves the convoy you get a notification. Realized by buffering the current position of each vehicle and intersect with the buffer of the other vehicles.
