Ever since I updated to ArcGIS Pro 2.4, none of my geoprocessing tools will run.

I am simply trying to create an empty feature class but the tool never makes it past "Running...". It will not give an error and instead just never finishes running. If I try to cancel the tool, it will continuously attempt to cancel without ever finishing. I have uninstalled and reinstalled the program twice now.

I am curious, does creating a feature class via the Python window using CreateFeatureclass() ever finish or does it display the same behavior as the geoprocessing tool?

Also, where is the feature class being created- for example, a file geodatabase, enterprise geodatabase, on a shared, network, or local drive, etc.?
