What does the different levels of Esri Partners mean: Silver, Gold, Platinum?
What does the vendor have to do to achieve/earn the different levels of partnership?

Also, have you reviewed the general Become a Partner | Join the Esri Partner Network site? I know the amount of fluff relative to content is high, but there is some useful information scattered around.

I wonder if the company has to earn their partnership level by completing and maintaining some sort of criteria, other than paying the fees.
Although the documentation you provided shows that Partners must be legitimate GIS companies, I wonder how Esri determines who qualifies for each level of partnership.
