Do not get it at all. After tuning my labels for more than an hour the convert labels to annotation tool creates so small amount of annotation features. Why? It has a plenty of space to place it properly! And - actually - labeling engine does to job while creating LABELS. But after the export to ANNOTATIONS (I need it badly otherwise web map won't work as expected) this is just a huge disappointment.. Checking option convert unplaced labels to unplaced annotations does not create any unplaced annotation features. Any ideas?
