Map service published to 10.6.1 server from Pro does not honor attribute visibility settings

Map service published to 10.6.1 server from Pro does not honor attribute visibility settings... but same map service published to 10.7.1 does. I'd like for the 10.6.1 server service to work properly as we are not planning on upgrading all of our servers to 10.7.1. at this time.
See screenshot below. I used the same exact Pro map to publish both services.
