Is there a way to populate a drop downquestion in a survey that's based off of a feature class (with previous entries)?

I'm creating a survey that is filled out to request a product. I am trying to create a survey based off of this feature class that allows those doing/completing the work to open a survey (Via a global ID or something similar) that contains the information with the previously created survey to edit/input: time worked, status, who it was completed by. I am hoping to create a drop-down that gives the option of selecting an entry from the first survey that will auto-populate the fields and allow the workers to input their own information connected to it. Is there a way to do this?
