labels grouped around feature

my labels seem to be grouped around one feature, cant figure out why

Perhaps you can post a few screenshots or describe your label placement settings.

Also, I'm moving this labeling question to the Mapping page where this thread should get a bit more visibility.  Please let me know if you feel this is somehow related to Esri Production Mapping.  Thanks.
