We have just implemented Portal and are really struggling with how to make changes to a web app in production (in use by users).
We have a strict governance model where the GIS team can build the app on production, share it to a group where it is tested, then it goes to our IT department for change control, the owner gets changed to the admin and it gets published. Our problem is that if the GIS team now want to make changes to that app, they can't because the GIS team does not have the appropriate permissions.
Also making a copy of the app, then editing that isn't an option because that will change the url of the published app, breaking users favorites.
